What is the demand about a “pet breeding law” all about?

A pet breeding law is being demanded more and more, especially by animal welfarists.

Here, similar to the livestock breeding law, binding rules for breeding shall be set up and authorities / persons named who are in charge of controlling the adherence to these rules.

Such regulations already exist in the VDH recognized breeding kennels. However, the pet breeding law shall regulate also breeding kennels not recognized by the FCI.
